EDUCATION ACT (CAP. 327)Bachelor of Planning (Honours) - B.Plan. (Hons) - Degree Course Regulations,2003

IN exercise of the powers conferred upon him by sections 30 (5) and 31 (6) of the Education Act (Cap. 327), the Chancellor of the University of Malta has promulgated the following Regulations made by the Senate of the University of Malta by virtue of the powers conferred upon it by sections 31 and 35 of the said Act:

1. (1) These regulations may be cited as the Bachelor of Planning
(Honours) - B.Plan. (Hons) - Degree Course Regulations, 2003.
(2) In these regulations, unless the context otherwise requires - “the Board” means the Board of the Faculty of Architecture and Civil
Engineering;
“the Board of Studies” means the Board of Studies appointed by Senate for the Course, which shall include academic members from the Faculty and from the International Environment Institute;
“the Course” means the course of studies leading to the Degree of
Bachelor of Planning (Honours) - B.Plan. (Hons); and
“the Degree” means the Degree of Bachelor of Planning (Honours) - B.Plan. (Hons).

2. These regulations shall apply to courses starting in October 2002 or later.

3. To be eligible for the award of the Degree students must:
(a) be registered as regular students in terms of the Admission
Regulations of the University;
(b) complete the course of studies, obtain all the credits indicated in regulation 15, and satisfy any other requirements as prescribed in these regulations; and
(c) satisfy any other requirements prescribed in any other relevant
Statutes, Regulations and Bye-Laws of the University.

4. The Course shall extend over a period of four years of full-time study, or the equivalent in part-time study. This period may be extended by a further year by the Board, and, under exceptional circumstances, by another further year by Senate.

5. To be admitted to the Course, applicants must be eligible for admission to the University as regular students.

6. The Course shall consist of study-units, to which a total of 120 credits are assigned.
7. The Board shall draw up a catalogue of study-units. The catalogue shall indicate the code, title, description, and type of each study-unit, the credits assigned to each study-unit, which study-units are compulsory, concurrent or pre-requisites for other study units, and the methods of teaching and assessment. The Board shall publish the catalogue for the Course prior to its commencement, following the approval of Senate.

8. Credits shall be assigned according to the following grades in descending order of merit: A+, A, B+, B, C+, C, D+, and D. Failure shall be indicated by F. Incomplete work due to justifiable reasons (illness, approved absence, etc.) shall be indicated by I. In all other cases the results of uncompleted study-units shall be indicated as F.
9. (1) In the first three years of the Course, students who at the first sit in any one year of study fail to obtain at least eighteen credits, or who fail any resit taken for failed study-units, shall be required to repeat the year of study.
(2) In the fourth year of the Course, students who at the first sit fail to obtain at least twenty-two credits, or who fail any resit taken for failed
study-units, shall be awarded a Bachelor of Planning degree and shall be classified as indicated in paragraph (2) of regulation 19, taking into consideration the grades obtained during the first three years of the Course.
10. Saving the provisions of regulation 9, students who fail any study- unit shall be allowed to take a resit in the failed study-unit on one occasion only. If successful, the maximum grade that may be awarded shall be D.
11. Students who fail to attend more than one-third of the lecturing of any study-unit, and who would have been warned in writing by the Board of Studies about their absence, shall not be eligible to be assessed in the study-unit in question and shall be awarded a Fail, except under extraordinary circumstances which the Board of Studies deems as justifying such absence, and after making up for missed elements as directed by the Board of Studies.
12. (1) Students who are allowed to repeat a year shall be required to repeat and be assessed again in all the study-units for that year.
(2) In the first assessment of a repeat year any grade may be obtained; in a supplementary assessment, the maximum grade that may be awarded shall be grade D. The grades obtained during the repeat year shall be taken into consideration in the final classification of the Degree. The results obtained during the failed year shall not be taken into consideration for the award of the Degree and shall not be included in the students’ academic record.
13. Students whose average grade at the end of the first three years of the Course is less than Grade C+ shall not be allowed to proceed to the fourth year of the Course.
14. Students shall not be allowed to directly enter into the fourth year of the Course unless they have first covered successfully the first three years of the Course, and subject also to the provisions of regulation 13.

15. Students shall be considered to have successfully completed each year of the Course on obtaining the 30 credits assigned to the year concerned, provided that the Board may allow students to progress conditionally to the next year of the Course if they have obtained not less than 26 credits. Students who progress conditionally shall be required to obtain the referred credit/s by the end of the following academic year. Any study-unit may be referred to the following year once only.
16. Students who successfully complete all four years of the Course shall be awarded the Degree. Students who successfully complete only the
first three years of the Course shall be awarded a Bachelor of Planning degree.
17. By the end of the second week of July of the third year of the Course, students shall notify the University about whether they intend to pursue the fourth year of the Course or not.

18. (1) For the purpose of the award of the Bachelor of Planning (Honours) degree, each year of the Course shall be weighted as follows in adjudicating the students’ final classification:
(a) the first year of the Course shall carry a weighting of 20%;
(b) the second and third years of the Course shall each carry a weighting of 25%; and
(c) the fourth year of the Course shall carry a weighting of 30%.
(2) For the purpose of the award of the Bachelor of Planning degree, each year of the Course shall be weighted as follows in adjudicating the students’ final classification and in weighting the grades for the purpose of regulation 13:
(a) the first year of the Course shall carry a weighting of 28%; and
(b) the second and third years of the Course shall each carry a weighting of 36%.
19. (1) The names of students who qualify for the award of the Bachelor of Planning (Honours) degree shall be published in a list in alphabetical order classified as follows:
First Class Honours
Second Class Honours (Upper Division) Second Class Honours (Lower Division) Third Class Honours.
(2) The names of students who qualify for the award of the Bachelor of Planning degree shall be published in a list in alphabetical order classified as follows:
Category I Category IIA Category IIB Category III.
