EXPLOSIVES ORDINANCE (CAP. 33)
Control of Fireworks and other Explosives (Amendment) Regulations, 2008
IN exercise of the powers conferred by article 22 of the Explosives Ordinance, the Deputy Prime Minister and Minister for Justice and Home Affairs has made the following regulations>-
1. The title of these regulations is Control of Fireworks and other Explosives (Amendment) Regulations, 2008, and they shall be read and construed as one with the Control of Fireworks and other Explosives Regulations, hereinafter referred to as the “principal regulations”.
2. Regulation 4 of the principal regulations shall be amended as follows>
(a) in subregulation (2) thereof, paragraphs (b) and (c) shall be substituted by the following>
(b) Category “B” - for assistants to persons holding licence Category “A”<
(c) Category “C” - for persons who are authorised to let off fireworks under the supervision of a person in possession of a Category “A” licence< and”<
(b) immediately after paragraph (c) thereof, there shall be inserted the following new paragraph>
“(d) Category “D” - for persons who are following a course of study for the issue of a Category “B” licence>”<
(c) in subregulation (3) thereof, for the words “a course of instruction on the subject” there shall be substituted the words “a course of instruction on the subject which commences in the month of October every year”< and
(d) immediately after subregulation (3) thereof, there shall be added the following new subregulation>

Amends regulation 8 of the principal regulations.

“(3A) The Commissioner may issue a Category “D” licence to all those who attend a course of instruction for the issue of a Category “B” licence. This licence will permit its holder, under the supervision of a Category “A” licensed person, to assist in the manufacture of fireworks< this licence will only be valid from the period when the person applies for the same course of instruction until the person sits for the end of the course examination.”.
3. In regulation 8 of the principal regulations, paragraphs (b) and
(c) shall be substituted by the following>
“(b) an admixture of chlorate of potash with phosphorus or any chlorate in an admixture with phosphorus<
(c) nitro-glycerine gelignite, TNT or other similar high explosive< or
(d) ammonium perchlorate.”.
