Use of Animal-drawn Carriages (Mdina Local Council) Bye-Laws, 2009

IN exercise of the powers conferred by articles 34 and 35(8) of the Local Councils Act, the Mdina Local Council has made the following Bye-Laws:-

Citation. Commencement. Interpretation.

Circulation of horse- drawn carriages and the use of rubber covers on hooves and carriage wheels.

Penalities.

1. The title of these Bye-Laws may be cited as Use of

Animal-drawn Carriages (Mdina Local Council) Bye-Laws, 2009.”

1.2 These Bye-Laws shall come into force upon their publication in the Gazette.

2. I n t h e s e B y e - L a w s , u n l e s s t h e c o n t e x t o t h e r w i s e requires:-

“Animal-drawn carriage” means a karozzin and any animal-drawn vehicle;
“the Act” means the Local Councils Act;
“the Council” means the Mdina Local Council;
“locality” means the Mdina locality as shown in the First
Schedule to the Act.

3. Horse-drawn carriages used for hire or in compensation may circulate within Mdina at all times provided the animal’s hooves and the carriage wheels are fitted with rubber covers:

Provided that the Mdina Local Council may issue a permit for an animal-drawn carriage not fitted with rubber covered wheels to access Mdina on a special occasion.
4. Any person who is found guilty of contravenening these regulations shall, on conviction, be liable to a fine (ammenda) of sixty euro.
