Veterinary Services Act (Act Xxiii Of 2001) Certificate Of Pure-Bred Breeding Pigs, Their Semen, Ova And Embryos Regulations, 2003 (L.N. 312 Of 2003 )

IN exercise of the powers conferred by article 34(b) of the Veterinary Services Act,

2001 the Minister for Rural Affairs and the Environment has made the following regulations:-

Pigs, their Semen, Ova and Embryos Regulations, 2003.

(2) The scope of these regulations is to implement the provisions found under the European Union Commission Decision 89/503/EEC laying down the certificate of pure-bred breeding pigs, their semen, ova and embryos which in turn finds its legal basis in articles 5 and 6(e) of European Union Council Directive 88/661/EEC.

(a) issuing body;

(b) name of herd book;

(c) entry number in herd book; (d) date of issue;

(e) system of identification; (f) identification;

(g) date of birth; (h) breed;

(i) sex;

(j) name and address of breeder; (k) name and address of owner;

(2) The results of performance tests and the updated results, with origin, of the assessment of the genetic value, on the animal itself and its parents and grandparents must be mentioned in the certificate.

(3) For the purpose of these regulations “trading partner” in the meaning of article 2 of the Veterinary Services Act shall mean –

(a) Member States of the European Community; (b) Third countries to the European Community.

(a) in the form of a certificate conforming to the specimen in Schedule I to these regulations;

(b) in documentation accompanying the pure-bred breeding pig. In this event the competent authorities must certify that the particulars set out in regulation 2 are indicated in those documents, by the following formula -

“The undersigned certifies that these documents contain the particulars mentioned in article 1 of European Union Commission Decision 89/503/EEC”.

(a) all data as listed in regulation 2 concerning the male that provides the semen;

(b) information allowing identification of the semen, the date of its collection and the names and addresses of the semen collection centre and of the consignee.

(a) In the form of a certificate conforming to the specimen in Schedule II to these requirements;

(b) In documentation accompanying the semen of the pure-bred breeding pig. In this event the competent authorities must certify that the particulars set out in regulation 4 are indicated in those documents, by the following formula -

“The undersigned certifies that these documents contain the particulars mentioned in article 3 of European Union Commission Decision 89/503/EEC”.

(a) all data as listed in regulation 2 concerning the sow that provides the ova, (b) information allowing identification of the ovum, the date of its collection

and the names and addresses of the ovum collection centre and of the consignee. If there is more than one ovum in a single straw, this must be clearly stated and furthermore the ova must all have the same parentage.

(a) in the form of a certificate conforming to the specimen in Schedule III to these regulations;

(b) in documentation accompanying the ova of the pure-bred breeding pig. In this event the competent authorities must certify that the particulars set out in regulation 6 are indicated in those documents, by the following formula -

“The undersigned certifies that these documents contain the particulars mentioned in article 5 of European Union Commission Decision 89/503/EEC”.

(a) all data as listed in regulation 2 concerning the donor sow and fertilising ; (b) information allowing identification of the embryos, date of insemination

or fecundating, date of collection and the names and addresses of the embryo collection centre and of the consignee. If there is more than one embryo in a single straw this must be clearly stated and furthermore the embryos must all have the same parentage.

(a) in the form of a certificate conforming to the specimen in Schedule IV to these regulations;

(b) in documentation accompanying the embryos of the pure-bred breeding pig. In this event the competent authorities must certify that the particulars set out in regulation 8 are indicated in those documents, by the following formula -

“The undersigned certifies that these documents contain the particulars mentioned in article 7 of European Union Commission Decision 89/503/EEC.”
